SESSION 1: Drug and Alcohol Programs Update
Presented by Chris Shoemake, Enforcement Program Specialist
Federal Motor Carrier Safety Administration

In this session, Shoemake will discuss the updates to their drug and alcohol programs. This will include the Drug and Alcohol Clearinghouse's user roles and common operational issues as well as the program's latest statistics. He will also share updates from the Drug Alcohol Clearinghouse II program.

SESSION 2: Oral Fluid Drug Testing

Patrice Kelly was the longest serving Director of the Office of Drug and Alcohol Policy and Compliance (ODAPC) in the Office of the Secretary of the U.S. Department of Transportation.  Kelly  is currently serving on an assignment from DOT to the National Drug and Alcohol Screening Association, where she is the Senior Policy Executive Advisor.
 
During her more than 30 years at DOT, Kelly  was the first FAA attorney to revoke an air carrier’s certificate for failure to implement drug and alcohol testing, and she initiated the FAA’s first civil penalty cases enforcing the drug and alcohol testing regulations.  She has been a credentialed inspector, a manager, and has worked closely on all regulations issued on DOT drug and alcohol testing under 49 CFR Part 40.  She was the lead author of the DOT’s oral fluid final rule, which was published on May 3, 2023.
 
Before beginning her career at DOT, Kelly worked on Wall Street, and then for Senator Ted Kennedy, the US Department of State, the Supreme Court of the United States, and in law firms in Washington, DC.  In private legal practice, she had performed work for trucking companies, railroads, airlines, and maritime operators.  Kelly has several family members in the industry as drivers and as company management.  She is enthusiastic about the trucking industry, which she recognizes as crucial to the success of our country’s economy and overall well-being. A graduate of Boston College, and member of the Phi Beta Kappa Society, Patrice received her Juris Doctor degree from Georgetown University Law Center.
